asked Her Majesty's Government:

What control exists to prevent the growing number of heavy lorries and articulated and container vehicles using Parliament Square, in view of the increasing number of day tourist coaches from the Continent and elsewhere expected this summer, causing worse congestion and damage to the Palace of Westminster.

As my noble friend Lord Avon has explained to the noble Lord on two occasions recently, traffic regulation in London is the responsibility of the Greater London Council, which has powers under the Road Traffic Regulation Act 1967 to regulate the movement of lorries and other heavy vehicles. Lorries of more than 40 ft. in length, not requiring access, are already banned from the central area of London, which includes Parliament Square.
