Whether they will replace the Police Complaints Board by an independent system of investigation of complaints as requested by the British section of the International Commission of Jurists and submit the issue for decision by Parliament.
§ Lord BELSTEADA working party, under the chairmanship of Lord Plowden, is currently considering how the recommendation in the first triennial review report of the Police Complaints Board for an independent element in the investigation of serious complaints against the police might be implemented. My right honourable friend the Home Secretary will be giving further careful consideration to the matter, in consultation with the Police Advisory Board, when the working party's report is available, which we hope will be by the end of the year. He welcomes the views of "Justice", the British section of the International Commission of Jurists, on the Police Complaints Board's Report. These and other comments on the report, from Members of Parliament and others, will be taken fully into account.
