§ Mr. RifkindTwo persons sentenced by courts outside the United Kingdom are at present detained in Scottish penal establishments. Both were sentenced in Jersey. One is serving borstal training and the other a prison sentence of 18 months. Four other prisoners at present in Scottish prisons were sentenced by courts-martial held in West Germany. Corresponding figures for each of the last five years could not be provided without disproportionate cost.
