asked the Secretary of State for Scotland if he has any plans to legislate for more effective powers to be given to his Department for the control of capital and revenue expenditure by regional and district authorities; and if he will make a statement.

Mr. Younger:

I am considering advice from the Convention of Scottish Local Authorities about capital expenditure control. As to current expenditure I refer my hon. Friend to the reply to his other question relating to cash limits and staff levels.
