Mr. Russell Johnston

asked the Secretary of State for Scotland what information he has of the differences as between the nine regional authorities in Scotland in their approach to the award of grant for full-time study to obtain school certificate passes not secured at school, concerning which they have discretion.

Mr. Alexander Fletcher:

Education authorities in Scotland have discretion to grant bursaries to students undertaking SCE courses in further education centres in accordance with rates and scales prescribed by my right hon. Friend. My Department holds no information on how authorities exercise these discretionary powers.
