§ Mr. BrittanThe May committee concluded that there was no scope for such a change, particularly having regard to the problems of enforcement and the fact that most forms of industrial action taken by prison officers fall short of a strike. My right hon. Friend, however, is anxious that, once the present industrial action is over, there should be urgent talks about measures by which he can seek to avoid repetition in future.
