asked the Secretary of State for Employment what percentage increases in pay have been given to firemen, dustmen, local government officials, non-industrial civil servants and teachers in each of the past five years.

[pursuant to his reply, 13 November 1980, c. 281]: The increases in average weekly earnings of men in full-time employment from the new earnings survey for the past five years are set out in the following table.

It should be noted that these increases, calculated from levels of earnings reported in April each year, will not necessarily correspond to the effect of a single annual pay settlement. This applies particularly to the changes between the 1979 and 1980 surveys, which for some groups reflect both the latest pay settlement and phased increases from a settlement in the previous pay round.

Also, changes in average weekly earnings will reflect factors other than changes in basic rates of pay for example, overtime working, changes in pay arising from incentive schemes and changes in the structure of employment.
