Mr. Freud

asked the Secretary of State for the Environment (1) what adjustments he is proposing to make in the rate support grant formula in order to correct the disparity in the proportion of local government expenditure met from local rates and taxes between East Anglia and the rest of the United Kingdom;

(2) if he intends to make changes in the system of assessment for entitlement to the Government rate support grant to ensure a higher grant to East Anglia than hitherto.

The first rate support grant settlement under the new block grant system will be announced next month. While I cannot anticipate that announcement, the new system will provide a more equitable basis for the grant distribution than its predecessor.
