§ Mr. Strawasked the Secretary of State for the Environment what advice he gives local authorities as to whether, in respect of sales of council houses where the right to buy is exercised before 3 April 1981, the value of any improvements carried out by the local authority between 8 August 1980 and the date of exercise of the right to buy should be taken into account in the valuation of the dwelling; and if he will make a statement on this matter.
§ Mr. StanleyThe valuation of a house which is being sold under the right to buy is a matter for the valuer who carries out that work on behalf of the landlord, subject to any decision of the courts on the interpretation of the relevant provisions. Advice given to the district valuers on 77W making a determination or re-determination under section 11 of the Housing Act is a matter for my right hon. and learned Friend the Chancellor of the Exchequer.
