Mr. Gwilym Roberts

asked the Minister of Transport what study he has made of the effect of introducing tachographs for coaches carrying more than 15 passengers used by private groups such as (a) those involved in regular cultural activities or sporting events; (b) youth jazz bands and other youth activities and (c) elderly and disabled people; what steps he is taking to exempt such groups from tachograph provision; and if he will make a statement.

The EEC provisions on tachographs will not be fully implemented in this country until 31 December 1981. The exemptions from them are set out in EEC Regulations 543/69 and 1463/70, as amended. We have negotiated the maximum exemptions possible from the Community regulations and I have no power to extend them.
