asked the Secretary of State for the Environment if he will set 27 November as the latest date for receiving the requested observations on his memorandum of 27 October last concerning urban development corporations; and when he intends to circulate further information as indicated.

My right hon. Friend intends to lay before Parliament orders designating urban development areas and establishing urban development corporations in London and Merseyside dock-lands very soon after the Local Government, Planning and Land (No. 2) Bill receives Royal Assent. I hope, therefore, that any comments on the memoranda will be made with this timetable in mind.

Proposals for the town planning regime in the intended development areas, and for the urban programme in the London docklands area will be published soon.
