HC Deb 13 November 1980 vol 992 cc273-5W
Mr. Peter Lloyd

asked the Secretary of State for Employment what were the levels of unemployed in the public and private sectors, respectively, in the years 1978, 1979 and 1980 to date.

Mr. Jim Lester

The unemployment rates can be calculated only in a somewhat imprecise way by allocating the whole of the figures for each minimum list heading of the standard industrial classification involved to the sector appropriate to the majority of those in the heading.

The following table gives unemployment rates for the public and private sectors at August in each of the years specified:

Public sector Private sector
August 1978 3.0 5.2
August 1979 2.9 4.7
August 1978 3.7 6.7

Mr. Thornton

asked the Secretary of State for Employment what was the percentage of the working population unemployed at a recent convenient date, and at five-year intervals before that for the past 20 years for (a) England and Wales, (b) metropolitan areas as a whole and (c) Merseyside.

Mr. Jim Lester

The following table gives the percentage rates for unemployment for October in each of the years specified for England and Wales and for the Merseyside special development area. For the metropolitan areas, taken as Greater London plus the metropolitan counties, the rates for November 1975, the earliest date for which information is readily available, and October 1980 were 4.7 and 7.9 per cent. respectively. The rates are based on the estimated number of employees (employed and unemployed) which differ from the working population in that they exclude the self-employed and members of Her Majesty's Forces.

England and Wales Merseyside special development area
Per cent. Per cent.
October 1960 1.2 3.6
October 1965 1.2 2.7
October 1970 2.3 4.1
October 1975 4.7 9.7
October 1980 8.1 14.8

Mr. Thornton

asked the Secretary of State for Employment what was the percentage of the working population unemployed at a recent convenient date, and at five-year intervals before that for the past 20 years for (a) England and Wales, (b) France, (c) Germany and (d) Italy.

Mr. Jim Lester

The following table gives figures for the unemployment as a percentage of the working population for France, Germany and Italy from European Communities sources; they are however not fully comparable owing

England and Wales France Germany Italy
1960 1.4 0.7 1.0 7.2
1965 1.2 0.7 0.6 5.8
1970 2.4 1.3 0.6 4.4
1975 3.9 3.9 4.2 5.3
1980* 6.5 6.3 3.4 7.9
* Average January to September.
