As foreshadowed in my Budget Statement, the Government have come to the conclusion that the present scheme of stock relief is in need of early reform. I propose, therefore, to bring forward legislation in the 1981 Finance Bill to introduce a new improved scheme. In view of the complexity of the issues involved and the need to consult those interested I am arranging for the Inland Revenue to publish a consultative document. This will be published tomorrow and copies will be available in the Library.
