asked the Secretary of State for the Environment whether he will exempt work planned by Cope-land borough council to repair its 60-year-old houses at Coach Road, White-haven, tenanted by many elderly and infirm people, from his moratorium on council spending; and if he will make a statement.

My right hon. Friend is considering the scope for further housing capital expenditure during 1980–81 in the light of information provided by local authorities in response to circular 19/80. He will announce his decision as soon as possible. In the meantime, I cannot exempt the Coach Road, Whitehaven scheme from the standstill on new housing commitments.
