Mr. Foulkes

asked the Secretary of State for Scotland if he will consider supporting a special scheme of assistance for the hill farmers of South-West Scotland similar to that negotiated for the West of Ireland and currently being considered for the Western Isles.

Mr. Younger

The responsibility for bringing forward specific programmes for agricultural development in the severely handicapped regions of the European Community lies with the European Commission. I should consider very carefully any proposals made for the South-West of Scotland, but conditions in that area are very different from those in the West of Ireland and the Western Isles.

asked the Secretary of State for Scotland what action he is taking to control the price increases of fuel, feed and fertiliser to Scottish hill farmers;
