asked the Minister of Agriculture, Fisheries and Food if he will revise the rules on the new beef cow subsidy to allow the small farmer with one or two dairy cows to continue to supply his own needs and to sell small amounts of Devonshire cream.

The rules of the European Community suckler cow premium scheme impose no restrictions on beneficiaries under the scheme supplying their own needs. The restrictions on sale of dairy products reflect the intention of the scheme, which is to aid specialist beef production, but not to aid dairy production. As regards allowing limited sales of cream, I shall bear my hon. Friend's request in mind in any future discussions on the rules of the scheme.
