asked the Chancellor of the Exchequer what criteria he used in granting a duty-free shop facility to Aberdeen and Belfast airports.

The traffic criterion in force when a duty-free shop was approved at Aberdeen airport was 20,000 passengers of foreign or Commonwealth origin departing annually for destinations outside the United Kingdom, the Irish Republic and the Channel Isles. Aberdeen airport met and continues to meet that criterion.

In view of the special conditions obtaining in Northern Ireland, my right hon. and learned Friend the Chancellor of the Exchequer asked the Commissioners of Customs and Excise to waive their traffic criterion.
