[pursuant to his reply, 7 November, c. 701]: Information on the savings if all forms of tax relief other than personal allowances were allowed at the basic rate of tax only is not available. An approximate estimate for, that arising from the total of three major reliefs—for mortgage interest, retirement annuity payments and employees' superannuation contributions—is £200 million in a full year at 1980–81 income levels.

The savings in respect of personal allowances would be about £230 million.
