§ Mr. KingI am informed that during the previous Administration my Depart- 95W ment commissioned an urban simulation game called SPICE (simulation of policies for inner-city expenditure) at a cost of £8,562; and that its purpose was to help anticipate problems which might be thrown up by the new partnership arrangements for inner cities.
