§ Mr. BrittanIn the present emergency we cannot be sure that every prisoner in police cells or in an approved place under section 1 of the Imprisonment (Temporary Provisions) Act 1980 is receiving all the entitlements that he could normally expect in prison, but these are being provided so far as is practicable in the circumstances.
