§ Mr. Kenneth ClarkeAll drivers should heed the advice contained in the Highway Code and the Department's manual "Driving" on how to approach and pass horses. Driving instructors should ensure that their pupils are fully aware of this advice, and the Department's examiners test candidates' knowledge of the Highway Code in the course of the driving test. I have no evidence that further measures are required.
