§ Mr. FowlerWe have been planning for many years on the basis of forecasts broadly consistent with, or higher than, our current ones. Improvements made to or planned for the trunk road system should provide sufficient capacity to meet the needs of the end of the century. On other roads, it is for the local authorities to decide what should be done in the light of the forecasts and their own priorities.
