§ Mr. HeseltineThe gross capital expenditure provision for English and Welsh local authorities in respect of 1980–81 was reduced by £649 million between Cmnd. 7439 and Cmnd. 7746, and by a further £273 million between Cmnd. 7746356W and Cmnd. 7841. These figures are at 1979 survey prices.
