§ Mr. David MitchellUnder the energy conservation scheme grants of 25 per cent. are available towards the cost of insulating premises, provided that the cost of the project is at least £3,000 and that certain other criteria are met. Assistance in the form of regional development grant may be available in certain areas. I have no plans for changing the present level of grants nor for reducing the £3,000 threshold because of the additional administrative costs which would be involved.
