asked the Minister of Transport what discussions he has had with the chairman of British Railways about allowing the board greater management flexibility.

Mr. Fowler

The chairman has put to me his general views on flexibility, as set out in his commentary to the Railways Board's annual report for 1979. We shall be continuing to explore whether there is scope for improvement, subject to the over-riding need to control public expenditure.
