§ Mr. RifkindI am currently reviewing the system of improvement cost limits for housing association projects in consultation with the Housing Corporation and the Scottish Federation of Housing Associations. I doubt if the difficult problem of rehabilitation work involving shops can be solved by increasing cost limits, but I am giving it further study.
