Mr. Meacher

asked the Minister for the Civil Service what was the number, respectively, of permanent secretaries, deputy secretaries, under-secretaries, assistant secretaries and principals employed in the Civil Service each year since 1945; and what was the average salary in each grade for each of these years.

The table below gives the information required from 1965, the earliest year for which consistent figures for the specified grades are held centrally.

    1. (a) For purposes of consistency the staff of the Manpower Services Commission are included in 1974 and (with ESD, TSD) in 1975, although they were not then part of the manpower count.
    2. (b) Figures for under-secretary and above comprise agreed posts since consistent data on staff in post is not available for the full period. All other figures relate to staff in post.
    3. (c) Figures for staff in post in assistant secretary and principal grades in 1965 and 1966 consistent with those for later years are not available, centrally. The figures for staff numbers in these grades at 1st April 1980 are taken from PRISM and are provisional.
    4. (d) For the earlier years the staff in post figures relate to the former administration, executive and departmental grades which were subsequently combined to form the Administration Group grades given below.
  2. 2. Part-timers are counted as half units.
  3. 3. Salary cost is the median rate for each grade pay scale or single grade pay rate where applicable. For permanent secretaries the pay rate is a weighted average for the permanent secretaries to the Civil Service Department and to the Treasury and the Secretary to the Cabinet, permanent secretaries and second permanent secretaries.
