Mr. Dobson

asked the Prime Minister whether she will bring forward proposals to reform the constitution of the United Kingdom; whether such proposals will include a measure of devolution to all parts of the United Kingdom; and whether she will extend the scope of current or proposed all-party talks concerning Scotland to an all-United Kingdom basis in the interests of equal treatment for all regions of the United Kingdom.

The Prime Minister

The Government have no such proposals for any general schemes of devolution throughout the United Kingdom. The present inter-party talks on the government of Scotland are related specifically to parliamentary procedures for dealing with Scottish matters. It would be inappropriate to extend them to cover matters relating to other parts of the United Kingdom.
