§ 27 . Mr. Arthur Lewisasked the Secretary of State for the Home Department why, in view of the growing practice of senior police officers using the media to declare their personal views on politically controversial matters which fall within the purview of Ministers, he will not take steps to require such statements to be cleared by Ministers in the same way as applies to statements made by civil servants.
