§ Mr. MacfarlaneThe Government's expenditure plans, as embodied in the 1980–81 rate support grant settlement, allow for expenditure on non-advanced further education in England and Wales of some £580 million, before allowing for the introduction of full cost fees for new overseas students from September 1980. This is some £20 million higher than our best estimate of expenditure on non-advanced further education in 1979–80.
