§ Dr. BoysonThe Government remain committed to the maintenance and improvement of the quality of all education. Our plans provide for the maintenance of expenditure on special education at its present level and, to the extent that the numbers of handicapped children may fall, scope exists for modest improvements. It is, however, for local authorities to decide how best to deploy the resources available to them.
