§ Sir George YoungIn the absence of an ethnic question in the 1981 census, the Office of Population Censuses and Surveys will estimate the size of the ethnic minorities by reference to a variety of sources, in particular sample survey, in conjunction with other information from the 1981 census. The estimates will provide broad orders of magnitude at national and regional level.
