Mr. Cartwright

asked the Secretary of State for the Environment what is the total sum allocated for grants under the Homes Insulation Act for 1980–81; and how many dwellings are expected to be insulated as a result.

Mr. Geoffrey Finsberg

For 1980–81, £12.5 million —at 1980–81 outturn prices—has been allocated for grants under the homes insulation scheme. This is sufficient, if the maximum £50 is paid in each case, to provide grants for about 250,000 dwellings.

Mr. Cartwright

asked the Secretary of of State for the Environment what steps he is taking to introduce a special scheme to insulate the homes of the elderly, the disabled and those suffering financial hardship, under the terms of the Homes Insulation Act 1978.
