Mr. Ralph Howell

asked the Secretary of State for the Enviroment if he wilt publish figures for the years 1960, 1970, 1975, and 1979, using £ per week and indices, 1960=100, showing gross, unrebated, and net, rebated, rents per dwelling in the public sector, gross and net average mortgage payments, average manual earnings average earnings, and the index of retail prices.

asked the Secretary of State for the Environment if he will publish a table comparing current expenditure on debt charges in the housing sector with capital expenditure on new public sector dwellings in 1960, 1970, 1975, 1978 and 1979.

The figures for the years before 1978–79 are published in Local Government Financial Statistics. The 1960–61 figure for capital expenditure includes land and all other housing revenue account capital expenditure. For other years the figure is for new construction—that is excluding land—HRA dwellings only.

asked the Secretary of State for the Environment what percentage of local authority capital expenditure on housing was paid for by contributions from the housing revenue account, in 1960, 1965, 1970, 1975 and 1979.

The percentage of local authority capital expenditure paid for by revenue contributions from the Housing Revenue Account are as follows:

1960–61 1.1 per cent.
1965–66 0.5 per cent.
1970–71 0.5 per cent.
