asked Her Majesty's Government:

Whether privately-owned and licensed horse boxes will be required to fit the tachograph and to conform to all the regulations concerning its use.

The United Kingdom has taken full advantage of all the derogations possible under the terms of the relevant EEC regulations. These include, for national journeys only, specialised vehicles used for cultural events. This may apply in certain circumstances to some privately-owned horse boxes. However, I regret that there is no general exemption for privately-owned horse boxes.
