asked the Secretary of State for the Environment what is the estimated cost to local authorities in terms of additional manpower and services that will be required for a landlord authority to make available at all reasonable times and without charge, details of the particulars which he has given to the authority as provided for in clause 43(5) of the Housing Bill.

I would expect any additional costs to be very small. The provision in the clause is intended as a safeguard for tenants who wish to be reassured that the details they have supplied have been accurately recorded and I am sure most local authorities would make available such details to tenants now.
