Member for Edinburgh, South (Mr. Ancram) on 21 February, if he will indicate (a) the amount, at forecast outturn prices, of local authorities' provisional and final housing capital allocations for 1980–81, both in the housing revenue account block and the non-housing revenue account block, which is allocated for the purposes of domestic insulation and (b) the amount, at forecast outturn prices for 1980–81, of local authorities' final housing capital allocation for 1979–80, both in the housing revenue account block and the non-housing revenue account block, which was allocated for the purposes of domestic insulation.
§ Mr. RifkindThe answer to (a) is £5.930 million as regards the final housing revenue account allocations. No amounts were included in the provisional allocations. The non-housing revenue account allocations, either provisional or final, do not now include provision for home insulation grants, and local authorities will be notified of their allocations shortly.
As regards (b), local authorities were given separate allocations for domestic insulation in both the public and private sectors. At 1980–81 forecast outturn prices £63.71 million was allocated to local authorities for council house insulation and £2.906 million for grants for the insulation of private sector houses. The figures take account of the latest estimate of the actual movement of prices between November 1978 and 1979–80 outturn.
