§ Mr. Raymond Ellisasked the Secretary of State for the Environment what are the qualifications required of persons supervising or managing toxic waste tips; if he is satisfied that adequate supervision is given to the management of such tips; how often inspections are made and by whom; what is the nature of these inspections and if, in view of the widespread uncontrolled dumping on such tips, he will take steps to increase the frequency of inspection.
§ Mr. FoxThese are matters for the waste disposal authorities—county councils in England—in whom the necessary powers and duties to safeguard the environment and public health from waste disposal operations are vested. I have no information to suggest that uncontrolled dumping is widespread.
