asked the Secretary of State for Trade why the British Airports Authority is not permitted to borrow on the commercial market; and if he will reconsider this policy.

[pursuant to his reply, 5 March 1980]: Borrowing by the British Airports Authority, like that of all nationalised industries, counts as part of the public sector borrowing requirement. It is therefore subject to control in the interest of minimising the PSBR.
