Mr. Hannam

asked the Secretary of State for Education and Science if he will recommend that all universities and polytechnics and other establishments of higher education should formulate and publicise a policy on the admission of students with physical disabilities and make arrangements to meet the academic and welfare needs of those admitted.

This is a matter within the discretion of the individual establishments. My right hon. and learned Friend understands that some progress has already been made by institutions of higher education in catering for those physically handicapped students who can meet the educational requirements of entry; including the publication of arrangements. In particular, he understands that some polytechnics have paid much attention to the problems of providing rationalised facilities for the severely physically handicapped. The National Union of Students also compiles a list of establishments which can offer residential facilities to those having mobility problems.

He is confident that these establishments and others will continue to take into account as far as they can within existing resources, the relevant recom- mendations of the Warnock report on the subject.
