Mr. Latham

asked the Secretary of State for the Environment why, following the issue of GNLA/22, he has decided to distribute some part of the surplus from community land accounts to those local authorities which only incurred administratve costs under the Community Land Act, but made no attempt to buy or sell land; and whether he will make a statement.

My right hon. Friend sees no reason to discriminate against such authorities. There can be many reasons why they did not intervene in the land market, but all authorities were obliged by the previous Administration to incur administrative costs under the Act.
