asked the Secretary of State for the Environment if, in his arrangements for closing the community land accounts, he will take account of the views of the Association of District Councils and Sedgefield district council that there should be no charge on the rates.

The arrangements made for closing the community land accounts were summarised in my reply to my hon. Friend the Member for Melton (Mr. Latham) on 20 February—[Vol. 979, c. 251]. They were arrived at after lengthy consultations with all the local authority associations concerned. My Department is in correspondence with Sedgefield district council.
