§ Mr. Neil MartenCapital aid for immediate post-war reconstruction and technical co-operation will be provided as grants. Capital aid for purposes other than reconstruction will be on loan terms. Such loans will carry 2 per cent. interest, with a seven-year grace period on amortisation and 25 years to final maturity.
