§ Dr. VaughanProvided that there is responsible wage bargaining for pay groups in the NHS who have yet to reach a settlement and that price inflation does not exceed the Government's forecast at the time of the Budget, the 1980–81 cash limit should be adequate to achieve the planned real growth of 0.5 per cent., when account is taken of the scope for savings through efficiency improvements.
