asked the Chancellor of the Exchequer if he will seek to make all parliamentary expenditure subject to cash limits.

Control of expenditure accounted for by Parliament is primarily a matter for the relevant House authorities. As far as public expenditure generally is concerned, the Government are committed to the use of cash limits where-ever practicable as a means of controlling expenditure.
