asked Her Majesty's Government:

Whether they will list the persons or institutions who have statutory powers to restrict access to areas of the countryside.

Statutory powers are held by my right honourable friends the Minister of Agriculture, Fisheries and Food, the Secretary of State for Scotland and the Secretary of State for Wales in respect of land comprised in access agreements and orders, and by highway authorities and the police in respect of highways.
