§ Mrs. ChalkerOn the economic assumptions used in the Government Actuary's report on the Contributions Re-Up-rating Order 1979 (Cmnd. 7771), with similar assumptions for Northern Ireland, it is estimated that contributions by employees to the national insurance fund for the tax year 1980–81 would amount to £4,859 million. To raise this sum—together with the employees' contribution to the National Health Service of £399 million—it would be necessary to increase the basic rate of tax to 37 per cent.
