§ Mrs. Sally OppenheimMy Department has been exploring with the interests concerned whether such controls are feasible without imposing unacceptable burdens on the trade and on the enforcement authorities. Some progress has been made but there are serious problems. Further consultations are needed before I can consider whether legislation would be justified.
