§ Mr. Nicholas EdwardsThe provision of programmes of employment and training is primarily a matter for my right hon. Friend the Secretary of State for Employment and for the Manpower Services Commission. The long-term unemployed in Wales currently benefit both from the general training courses provided by the Manpower Services Commission and from the special facilities available within the youth opportunities and the special temporary employment programmes.
