(2) if a man holding British nationality will be refused free treatment under the National Health Service if he is married to a foreign national living abroad at the time of his request for treatment.

§ Mr. Spearingasked the Secretary of State for Social Services what is the surplus of receipts over payments in the national insurance fund for the years 1976–77 and 1977–78 and 1978–79, together with the respective budgeted surplus or deficit and any reasons he may have for any variation arising.
